Procedural History 20 1) The parties to this action are Petitioner/Father, Ryan Smith and Respondent/Mother, Urarat 21 Rueankham. The parties have one minor child named Katherine Betty Smith (09/06/22). 22 2) On April 13, 2026, Father filed an ex parte application seeking emergency orders for custody and 23 visitation. Father alleges Mother is going to abduct the child to the Country of Thailand.
The 24 Court denied Father’s emergency requests and set the matter for expedited hearing on April 23, 25 2026. The Court ordered Father to serve Mother with his request no later than April 15, 2026. 26 3) On 4/17/26, Father filed a Proof of Personal Service. 27 4) On 4/17/26, Mother filed a Responsive Declaration. 28 5) On 4/21/26, Mother filed an amended Responsive Declaration. 29 B. Findings and Order
1 1) This Court has jurisdiction to make child custody orders in this case under the Uniform Child 2 Custody Jurisdiction and Enforcement Act. A violation of this order may subject the party in 3 violation to civil or criminal penalties, or both. The country of habitual residence of the minor 4 child is the United States. 5 2) The parties are ordered to appear. 6
