Except as otherwise specifically provided by this title, the commission has only the following authority over a telecommunications utility subject to this subchapter:

(1)to enforce this title under Subchapter B, Chapter 15;

(2)to assert jurisdiction over a specific service under Subchapter E;

(3)to require co-carriage reciprocity; and

(4)to regulate condemnation and building access.
