(a)The commissioners court of a county by order may designate a toll road established for the county under this chapter as a controlled-access toll road.
(b)The commissioners court by order may:
(1)deny use of or access to or from the toll road by a motor vehicle, bicycle, or other vehicle or by a pedestrian;
(2)deny access to or from:
(A)the toll road;
(B)real property adjacent to the toll road; or
