View on source(a)A joint board for which the constituent agencies are populous home-rule municipalities may not begin construction in a prohibited area of any of the following without receiving the approval of the municipality in which the facility or site is to be located:
(1)a sewer and wastewater treatment plant;
(2)an aboveground aviation fuel storage facility, not including pipelines for transporting fuel;
(3)a sanitary landfill site;
(4)a hazardous-waste disposal site; or
(5)a facility designed primarily for aircraft engine testing.
