View on source(a)The commission may adopt rules implementing a pilot project for the leasing of state highway right-of-way, subject to any applicable federal regulation of outdoor advertising, as a location or locations for commercial advertising by means of a floral mosaic living logo.
(b)Rules adopted under this section shall:
(1)provide for the award of a lease in a manner that maximizes revenue to the state;
(2)regulate the content, composition, placement, installation, and maintenance of a floral mosaic living logo;
(3)set a bond for faithful performance of the lessee;
(4)provide for the public safety;
