(a)The district has the responsibility to establish a hospital or hospital system, including medical facilities and other health facilities, within its boundaries to provide hospital and medical care to the district's residents.
(b)The district shall provide for:
(1)the establishment of a hospital system by:
(A)purchasing, constructing, acquiring, repairing, or renovating buildings and equipment; and
(B)equipping the buildings; and
(2)the administration of buildings and equipment for hospital and medical care purposes.
