(a)To be eligible to be a candidate for or to serve as a director, a person must be:
(1)a district resident; and
(2)a qualified voter.
(b)A person who is elected from a commissioners precinct or who is appointed to fill a vacancy for a commissioners precinct must be a resident of that commissioners precinct.
(c)A district employee may not serve as a director.
