(1)provide for the establishment of a hospital system by:
(A)purchasing, constructing, acquiring, repairing, or renovating buildings and equipment;
(B)equipping the buildings; and
(C)administering the system for hospital purposes; or
(2)provide hospital services by lease or contract.
