(a)The district may provide for the establishment of a hospital or hospital system to provide medical and hospital care to the district's needy residents.
(b)The hospital system may include:
(1)facilities and equipment for domiciliary care and treatment of sick, injured, or geriatric patients;
(2)outpatient clinics;
(3)convalescent home facilities;
(4)physicians' offices; and
