(a)Sanctuaries shall be set aside and designated by proclamation of the commission signed by the presiding officer.

(b)The proclamation must contain:

(1)the area to be included in the sanctuary;

(2)the reason for creation of the sanctuary;

(3)the date on which the proclamation takes effect;

(4)the duration of the proclamation; and
