(a)A labor organizer operating in this state must apply in writing for an organizer's card before soliciting members for the organizer's organization.
(b)An application for an organizer's card must:
(1)be filed with the secretary of state by mail or in person;
(2)state the applicant's full name and labor union affiliations, if any;
(3)describe the applicant's credentials;
(4)be accompanied by a copy of the applicant's credentials; and
