(a)Notwithstanding Chapter 108 or any other law, the department may have access to the following information that may include the identity of a patient to fulfill its duties under this chapter:
(1)birth records;
(2)fetal death records;
(3)maternal death records; and
(4)hospital and birthing center discharge data.
