(a)The director of the vital statistics unit is the state registrar of vital statistics. The director must be a competent vital statistician.
(b)The state registrar shall prepare and issue detailed instructions necessary for the uniform observance of this title and the maintenance of a perfect system of registration. Acts 1989, 71st Leg., ch. 678, Sec. 1, eff. Sept. 1, 1989. Amended by:
