(a)The department may:
(1)call and conduct hearings;
(2)administer oaths;
(3)receive evidence;
(4)issue subpoenas for witnesses, papers, and documents related to the hearing; and
(5)make findings of fact and decisions concerning the administration of this chapter and rules adopted under this chapter.
