(a)The department, subject to reasonable rules and guidelines, may:

(1)inspect documents and records used by data sources that are required to compile data and reports; and

(2)compel providers to produce accurate documents and records.

(b)The department may enter into a memorandum of understanding with a state agency, including the division of the commission responsible for the state Medicaid program, or with a school of public health or another institution of higher education, to share data and expertise, to obtain data for the department, or to make data available to the department.
