(a)The department shall consider the following goals in developing the business plan required under Section 40.05275 for the child protective services program:

(1)reducing caseloads;

(2)enhancing accountability;

(3)improving the quality of investigations;

(4)eliminating delays; and

(5)ensuring the most efficient and effective use of child protective services staff and resources.
