The department shall employ staff at the department's central office to:
(1)train counselors to understand and use work incentives in relation to services under this chapter or Subchapter F, Chapter 117; and
(2)review cases to ensure that department clients receiving services under this chapter or Subchapter F, Chapter 117, are informed of the availability of and assisted in obtaining work incentives and Supplemental Security Income (SSI) (42 U.S.C.
