Subject to Section 162.004(a-1), the early voting clerk in a general primary election shall provide an affiliation certificate with each early voting or limited ballot to be voted by mail. The certificate is not required to be provided to an applicant for a runoff primary ballot unless the applicant requests it. Acts 1985, 69th Leg., ch. 211, Sec. 1, eff. Jan. 1, 1986.
