The governing body of the Jefferson County Airport may apply for and accept a grant of authority to establish, operate, and maintain:

(1)a foreign trade zone in Jefferson County, which may include:

(A)land inside the boundaries of the airport; and

(B)private industrial land, not to exceed 1,000 acres, adjacent to the airport; and

(2)other subzones.
