The commission shall adopt rules providing that a telemarketing call made to a telephone number on the Texas no-call list is not a violation of Section 304.052 if the telemarketing call:
(1)is an isolated occurrence; and
(2)is made by a person who has in place adequate procedures to comply with this subchapter.
