3-233. Powers and duties; fees; penalty A. For the purpose of carrying out this article, the director may: 1. In order to have access to seeds and the records pertaining to seeds subject to this article and the rules adopted under this article, enter upon:

(a)Any established plant, warehouse or place of business during customary business hours.
