View on leginfo.ca.gov“Owner” includes any of the following who own, control, operate, maintain, manage, or propose to construct a dam or reservoir: (a)The state and its departments, institutions, agencies, and political subdivisions.
(b)Every municipal or quasi-municipal corporation.
