In order to properly establish facilities for research within the University of California, it is the Legislature’s intent to authorize, through the Budget Act, funding for the following:

(a)Planning grants for the purpose of developing detailed project plans for research facilities.

(b)Faculty salary supplements for research activities during the summer.
