§ 2587

(a)Notwithstanding Section 12511 of the Government Code, the department may retain or appoint legal counsel to prepare and prosecute civil actions under this chapter.
(b)Any action to recover administrative penalties imposed under this chapter shall be commenced within three years after discovery of the commission of the offense.
