21 A. Procedural History 22 1) Petitioner Anupama Keshavan (Mother) and Respondent Frank Stienhans (Father) have one 23 minor child together, Inca (DOB 9/28/2009, age 16). 24 2) In a Judgment filed 8/24/2024, the parties agreed to share joint legal custody of Inca, with Mother 25 to have primary physical custody and Father to have parenting time every Sunday dinner at 5pm 26 at Mother’s residence, and telephone calls with Inca every Monday, Wednesday, and Friday at 27 7:30pm. The Judgment also provides in relevant part: 28 a. Father shall pay Mother $2,585 in guideline child support 29 b. Father shall pay Ostler / Smith child support to Mother
1 c. Father shall pay Mother an additional $2,418 per month for one-half of Inca’s private 2 school tuition, fees and related expenses, private lessons, and camps 3 d. Father shall pay Mother $5,319 per month in spousal support until Mother remarries, 4 dies, written agreement of the parties, or further order of the Court
5 e. The Court’s jurisdiction to award spousal support to Father was terminated 6 3) On 11/13/2025, Father filed a request for a change in custody/parenting time and to modify child 7 support. He states the parties have significantly deviated from the prior custody agreement; 8 Mother and Inca moved to Los Angeles and that he goes to Los Angeles every two weeks to see 9 Inca. He states he and Inca are close and that they communicate and see each other regularly. He 10 states Mother was abusive to him during the marriage and alienated Inca from him when they 11 divorced. He did not think Mother would be abusive to Inca, but Inca has told him in the past year 12 that Mother has abused her and that she is unhappy in Mother’s home. Father states he is willing
13 to move to Los Angeles to be with Inca, who is attending Cal State University, Los Angeles, as a 14 college student in the Early Entrance Program. 15 4) On 11/13/2025, Father filed an Income and Expense Declaration, 16 5) On 1/5/2026, Father filed a Statement of Support Calculations. 17 6) On 2/26/2026, Mother filed a response in which she states that the Department of Children and 18 Family Services found after a full investigation that the allegations of abuse against her were 19 unfounded and inconclusive. She states she has made efforts to include Father in co-parenting but 20 that he has not been involved in Inca’s day-to-day activities and has not had her overnight since

21 2020. She asks for Father to start by having longer, overnight visits with Inca from Friday 22 through Sunday on alternating weekends, and for him to have Inca during the summer of 2026 23 when she will be in the Bay Area for an internship at UCSF. Assuming Inca’s summer with 24 Father is successful and that Father moves to Los Angeles, Mother would like to have a week on, 25 week off parenting time schedule. Mother also asks the Court to: 26 a. Award guideline child support (Mother states she has not been served with documents 27 necessary to address Father’s requests related to modification of child support such as his 28 income tax returns, 2025 W2, and statement of support calculation; Mother states she will 29 supplement her Responsive Declaration following receipt of these items)
1 b. Allocate pro-rata add-on expenses to include CSU tuition, fees, etc. 2 c. Award Mother attorney’s fees under Family Code section 2030 3 7) On 2/26/2026, Mother filed an Income and Expense Declaration. 4 8) On 3/12/2026, Mother’s attorney filed a declaration in support of attorney’s fees. Mother’s
5 attorney states that Mother has incurred $3,455.60 in fees to date. Mother’s attorney anticipates 6 that total fees incurred through the March 26th hearing will total $6,705.50. However, Mother 7 seeks an additional in $50,000 in attorney’s fees and costs to allow her to fully participate in the 8 anticipated trial regarding Father’s requests related to custody. 9 9) On 3/12/2026, Mother filed a Statement of Support Calculations. 10 10) On 3/19/2026, Father filed a Reply Declaration in which he seeks a Tier II interview of Inca or 11 appointment of minor’s counsel. Father states Mother has not yet filed a noticed motion 12 requesting attorney’s fees and costs and thus her request on this issue, as set forth in a responsive
13 declaration, is improper. Father attached a declaration by Inca to this pleading. 14 11) On 3/24/2026, Mother filed a Motion to Strike and Seal Declaration of Inca Stienhans. 15 12) At the prior 3/26/2026 hearing, the Court struck Inca’s declaration attached to Father’s 3/19/2026 16 Reply Declaration; ordered a Tier II of Inca; set a review hearing on 5/21/2026 for custody and 17 visitation; ordered Father to have parenting time on alternative weekends in Los Angeles from 18 Friday to Sunday pending the 5/21/2026 review hearing; modified child support effective 19 11/13/2025 to require Father to pay Mother $2,920 per month in base guideline child support 20 (based on Father having a 15% timeshare with Inca, $21,116 in wages and salary for Father,
21 $2,750 in other taxable income for Father, and $978 in other taxable income for Mother); ordered 22 Father to pay base child support arrears of $1,195 for the period 11/13/2025 – 3/31/2026; ordered 23 the parties to share equally Inca’s CSU tuition and related costs effective 11/13/2025 and ordered 24 the parties to meet and confer to determine regarding child support add-on reimbursements owed 25 for the period 11/13/2025 – 3/31/2026; and set a hearing on 5/21/2026 to review child support. 26 13) On 5/1/2026, Father filed an Income and Expense Declaration. 27 14) On 5/5/2026, Mother filed an Income and Expense Declaration. 28 15) On 5/8/2026, Mother filed a Statement of Support Calculations which provides a guideline child 29 support figure of $2,966 per month
