18 A. Procedural History 19 1) Brandon Bakhtiar (Father) and Stephanie Marie Eastman (Mother) have one minor child together, 20 Shiloe (DOB 2/17/17, age 9). The parties share joint legal custody; Mother has sole physical 21 custody. 22 2) On 11/18/2025, the Court increased Father’s parenting time according to a phased step-up plan. 23 The Court ordered that beginning in January 2026, Father’s parenting time shall be every 24 Tuesday from 2:30pm or 2:35pm (depending on whether school/camp is in session) to 7pm and 25 on the second and fourth weekends of the month, from Sunday at 1pm to Monday at 8:20am or 26 8:30am (depending on whether school/camp is in session).
The Court ordered that the weekend 27 time would increase to Saturday to Monday on 4/1/2026 and from Friday to Monday on 7/1/2026. 28 The Court issued other orders relating to holidays and vacations and ordered Father to complete 29 his anger management program and provide proof of completion to Mother.
1 3) On 3/3/2026, Mother filed a request to suspend the step-up plan, remove the Tuesday visits, 2 modify the weekend visits, order a psychological evaluation for Father, and order Father to attend 3 anger management classes. She sets forth the history of the case including the issuance of 4 criminal protective orders, Father's failure to comply with supervised visits, and Father's decision 5 to remain absent from Shiloe's life for a period of two years. She states that Father continues to 6 characterize his criminal matters as "mere 'allegations' ” and has failed to comply with the current 7 parenting time order, "causing stress and instability for the child and her afterschool programs." 8 She provides numerous examples of Father being late to visits and describes Shiloe's distress, 9 including saying the visits are "ruining her life," and saying after an overnight visit with Father 10 that she thinks about death "everyday." 11 4) Father filed a response in which he denies Mother's allegations, states that he believes Mother is 12 coaching Shiloe, and asks for a different step-up schedule that includes adding an overnight visit 13 from Tuesday to Wednesday beginning 6/1/2026, increasing his weekend visits to Friday to 14 Monday starting 9/1/2026, increasing his weekend visits to Thursday to Monday starting 15 12/1/2026, and moving to a 50/50 parenting time schedule starting in 2027.

He states he 16 completed many classes including parenting classes and complied with the order requiring him to 17 provide proof of completion of an anger management class. He attaches to his declaration a letter 18 of completion of his anger management program. 19 5) Mother filed a reply in which she denies she is trying to influence Shiloe. She states it is Father 20 who has been telling Shiloe negative and false things about Mother and talking to her extensively 21 about the case, including reviewing court filings with her.
Mother reiterates her request to modify 22 Father's parenting time. 23 B. Findings and Orders 24 1) This Court has jurisdiction to make child custody orders in this case under the Uniform Child 25 Custody Jurisdiction and Enforcement Act. A violation of this order may subject the party in 26 violation to civil or criminal penalties, or both. The country of habitual residence of the minor 27 child is the United States. 28 2) The parties shall appear in person or via Zoom video at 9am on 5/5/2026 in Department 29 404.
