Tentative Rulings. Oral argument should address the tentative decision. To submit on the tentative decision, email courtroom44@ventura.courts.ca.gov before 8:00 a.m. on the hearing date, copying all other parties. Use the subject line “SUBMISSION ON TENTATIVE”, [Case Number], [Case Title] and [Party]. If not all parties submit, the hearing will proceed, and the tentative ruling may change.

The Court may adopt, modify or reject the tentative ruling after hearing. The tentative ruling has no legal effect unless and until adopted by the Court.

Motion: Plaintiffs’ Unopposed Motion to Seal Pages 7 and 8 of Exhibit A to Plaintiffs’ Complaint

Tentative Ruling:

Plaintiffs’ Motion to Seal Pages 7 and 8 of Exhibit A to Plaintiffs’ Complaint is GRANTED as follows:

The Court expressly finds that:

1. Plaintiffs possess an overriding privacy and security interest in preventing public disclosure of their full social security numbers, which overcomes the public right of access to that information;

2. That overriding interest supports sealing the unredacted versions of pages 7 and 8 of Exhibit A to the Complaint;

3. There is a substantial probability that Plaintiffs’ privacy and security interests will be prejudiced if their full social security numbers remain publicly accessible;

4. The sealing ordered herein is narrowly tailored because only the unredacted versions of the two pages containing the social security numbers will be maintained under seal, while redacted versions of those pages will remain publicly available; and

5. No less restrictive means exists to prevent continued public access to the social security numbers already contained in the filed unredacted versions while preserving public access to the nonprotected portions of the documents.

The Clerk is directed to place the presently filed unredacted versions of pages 7 and 8 of Exhibit A to Plaintiffs’ December 2, 2025 Complaint under seal.

Within five court days, Plaintiffs shall file public replacement copies of pages 7 and 8 of Exhibit A with Plaintiffs’ social security numbers fully redacted. All remaining portions of those pages shall remain unredacted and available in the public file.

No other portion of the Complaint or Exhibit A is ordered sealed. The sealing order itself and the register of actions shall remain public. The sealed unredacted pages may be inspected by the Court, the parties, and their counsel unless otherwise ordered by the Court.
