Plaintiff Yingqian Wang's unopposed Motion To Compel Responses To Interrogatories And Requests For Production Of Documents; And For An Award Of Sanctions is GRANTED IN PART AND DENIED IN PART.

Plaintiff Yingqian Wang's motion to compel Defendant Ian Phelps' response to her Request For Production Of Documents ("RFPs") is granted. The discovery requests at issue appear reasonably calculated to lead to the discovery of admissible evidence. (See Code of Civil Procedure section 2017.010.) The record demonstrates Defendant did not provide any responses to the RFPs. No meet and confer requirement exists for motions to compel responses for requests for production of documents when no responses have been provided. (Code of Civil Procedure section 2031.300.) Defendant shall serve verified, objection-free, responses to Plaintiff's RFPs, Set One by October 15, 2025. On this request, Plaintiff's request for sanctions is denied because she did not establish a basis under section 2031.300(c).

Plaintiff Yingqian Wang's motion to compel Defendant Ian Phelps' responses to her Form Interrogatories is granted. The discovery request at issue appears reasonably calculated to lead to the discovery of admissible evidence. (See Code of Civil Procedure section 2017.010.) Defendant has not established that he has provided any responses to the Form Interrogatories. No meet and confer requirement exists for motions to compel responses for Form Interrogatories when no responses have been provided. (Code of Civil Procedure section 2030.290.)

Defendant shall serve a verified, objection-free, substantive response to Plaintiff's Form Interrogatories by October 15, 2025. Defendant has not demonstrated he acted with substantial justification in connection with this discovery. Defendant Ian Phelps shall pay $860 to Plaintiff Yingqian Wang as sanctions, payment no later than October 24, 2025. (See Code of Civil Procedure 2030.290(c).)
