Plaintiff Qi Ming Wang moves for a deemed-admitted order concerning Plaintiff's first set of requests for admission to defendant Weiwei Zhang. The court indicated its tentative was to grant the motion and no party opposed the tentative.
On September 23, 2025, the court issued a written order vacating its tentative and notifying the parties of its sua sponte reconsideration of that tentative. The court set the matter for further hearing and authorized Plaintiff to submit a supplemental brief in support of the motion for a deemed-admitted order. Plaintiff has filed no supplemental brief.
On further consideration, the court sees that Zhang has not appeared in this action. Plaintiff offers no authority for the proposition that the court may enter a deemed-admitted order against a defendant who has never appeared. The motion is therefore denied.

Counsel for the prevailing party is required to prepare a proposed order which repeats verbatim the substantive portion of the tentative ruling and must email it to contestdept301tr@sftc.org prior to the hearing even if the tentative ruling is not contested.
