TENTATIVE RULING: The Petition is GRANTED, including fees as prayed. After a review of the matter, the Court finds the Conservator is acting in the best interest of the Conservatee. Thus, the matter is set for a Review – Biennial and for an Accounting in two years on January 14, 2028, at 8:30 a.m. in Dept. A. All accounting documents must be filed at least 30 days prior to the hearing. The Court Investigator shall prepare a biennial investigator report for the next hearing date. The Clerk is directed to send notice to the parties.

Bond is decreased to $780,739.58.

Based on the report of the court investigator, the Court determines by clear and convincing evidence that the conservatee can communicate a desire to participate in the voting process, and therefore orders the conservatee’s right to register to vote shall be restored, pursuant to Elections Code section 2209, subdivision (b).

Appearance is required to show the condition of the estate, the reasons why the estate cannot be distributed and closed, and an estimate of time needed to close administration of the estate. (Prob. Notice of Hearing and Application were filed on July 14, 2026. There is no Proof of Service on Defendant. (See Code Civ. Proc., § 512.030, subd. (a) [“Prior to the hearing required by subdivision (a) of Section 512.020, the defendant shall be served with ... A copy of the application and any affidavit in support thereof.”].)

Plaintiff is directed to (1) prepare an Amended Notice of Hearing which contains the continued hearing date, (2) provide timely service of both the Amended Notice and July 14, 2026 Application on all other parties pursuant to Code Civ. Proc., § 1005, subd. (b), and (3) file a proof of service prior to the continued hearing pursuant to Rules of Court, rule 3.1300, subd. (c).

TENTATIVE RULING: The matter is CONTINUED once more to September 16, 2026, at 8:30 a.m. in Dept. B to permit Conservators another opportunity to file: Care Plan (Judicial Council form GC-355/356). If the missing document is not filed at least five days prior to the continued hearing, the Conservators will be required to appear to explain the ongoing delay.

The Conservators are encouraged to consult with the Court’s Self-Help Center, located on the lower level of the Historic Courthouse at 825 Brown Street, for assistance with the foregoing.
