Procedural History 17 1) Petitioner Damondre Snowden (Father) and Respondent Shay-Sean Reed (Mother) have one 18 minor child, Camina (DOB 10/15/2015, age 10).
On 1/10/2018, the parties entered into a 19 stipulation in which they agreed to share legal and physical custody of Camina, with liberal visits 20 for Father. 21 2) On 6/23/2026, the matter came on for hearing on Father’s request for parenting time orders. With 22 the assistance of volunteer attorney Dom Emley, the parties reached an agreement that effective 23 7/3/2026, Father shall have parenting time on the first and third weekends of each month, from 24 Friday to Saturday. The parties agreed to return to Court for a review hearing in August and 25 agreed that if things are going well, Father will have parenting time on the first, third, and fifth 26 weekends of each month starting 9/4/2026, from Friday to Sunday, and the parties would consider 27 Discovery Bay or a midway point as a custody exchange location or have the Court make a 28 decision regarding the exchange location.
The parties further agreed to request another review 29
1 hearing in October to discuss the holiday and 2027 summer schedule. The Court ordered the 2 parties to file and serve update declarations at least 10 days before the August review hearing. 3 3) On 8/10/2026, Mother filed an update declaration, which the Court has reviewed and considered. 4 She states, among other things, that she is unable to meet at Discovery Bay or another location 5 because she does not have a car and cannot find someone to consistently take her to custody 6 exchanges. She asks that the current parenting time orders, including the days and exchange 7 locations in Stockton, remain in place.
She also asks that Father pick up Camina after choir on 8 Fridays because 3 absences will result in her being removed from the program. She also requests 9 sole legal custody on issues relating to Camina's health, education, and welfare because she is the 10 parent who has been making decisions and meeting Camina's day-to-day needs since birth. Father 11 has not filed an update declaration as of the time of this tentative ruling. 12 B. Findings and Orders 13 1) This Court has jurisdiction to make child custody orders in this case under the Uniform Child 14 Custody Jurisdiction and Enforcement Act.
A violation of this order may subject the party in 15 violation to civil or criminal penalties, or both. The country of habitual residence of the minor 16 child is the United States. 17 2) The Court finds it is in Camina's best interest to maintain the current order for joint legal and 18 physical custody, with weekend parenting time for Father. Commencing 9/4/2026, Father shall 19 have parenting time on the first, third, and fifth weekends of each month from Friday at 6pm or 20 after choir, whichever is later, to Sunday at 6pm.
The exchange locations shall remain the same, 21 at Camina's daycare in Stockton on Fridays, and at the Target parking lot at 4707 Pacific Avenue, 22 Stockton, on Sundays. When Camina is in one parent's custody, she shall be permitted to have 23 phone or video calls with the other parent at any time, for reasonable periods of time. 24 3) The Court sets the matter for a further hearing on 10/29/2026 at 9AM in Department 404. At that 25 hearing, the Court intends to order a holiday and summer schedule that is in the child’s best 26 interest.
The parties are ordered to attend mediation with mediator Juanita Quintero on 9/24/2026 27 at 9AM (Family Court Services phone number is (415) 238-3623 in case the parties need to reach 28 Ms. Quintero) to discuss the holiday and summer schedule and to try to reach an agreement on 29 those issues.
1 4) If the parties are unable to reach an agreement at mediation, then, at least 10 days before the 2 10/29/2026 review hearing, each party shall file and serve an update declaration informing the 3 Court how things are going and what their custody and parenting time requests are going forward, 4 including any holiday and summer schedule requests. 5 5) All orders not in conflict with these orders shall remain in full force and effect. 6 6) The Court will prepare the Findings and Order After Hearing. 7
