Procedural History 19 1) The parties are Respondent Alexander Casella (Father) and Other Parent Jeanne Chen (Mother). 20 They share one minor child: Luca (DOB: 12/31/17). 21 2) On May 15, 2026, Father filed a Request for Order seeking modification of the existing child 22 custody and visitation orders, child support, property control, and civil rights protections; though 23 the Court notes Father’s specific requests for relief are unclear. The existing child custody and 24 visitation orders are from a December 18, 2025 hearing (FOAH filed 01/05/26) in which the 25 Court ordered: 26 a.

Mother awarded temporary sole legal and sole physical custody of the minor; 27 b. Father to have parenting time from 10:00 a.m. to 5:00 p.m. on Saturdays, with Father 28 responsible for pickup and drop off at Mother’s home. 29 3) On May 15, 2026, Father filed an Income and Expense Declaration.

1 4) On June 15, 2026, a Readiness hearing was conducted, and the parties were ordered to attend 2 Family Court Services (FCS) Mediation on July 17, 2026 and a return hearing on August 4, 2026. 3 5) On July 20, 2026, Mother filed a Responsive Declaration. 4 6) On July 21, 2026, Father filed an additional declaration. 5 7) On July 24, 2026, the parties entered into a partial stipulation at FCS Mediation, which has been 6 entered as a Court order as follows: 7 a. The parents agree to communicate through OFW regarding the minor child. 8 b.

The parents agree that Father and minor child will have video calls on Mondays at 7:30 9 p.m. and on Saturdays at 9:45 a.m. 10 c. The parents agree to Father initiating the video calls through What’s App. 11 B. Findings and Order 12 1) This Court has jurisdiction to make child custody orders in this case under the Uniform Child 13 Custody Jurisdiction and Enforcement Act. A violation of this order may subject the party in 14 violation to civil or criminal penalties, or both. The country of habitual residence of the minor 15 child is the United States. 16 2) The parties are ordered to appear. 17
