Petition for Successor Guardian. The guardian, Ellen Fulkerson, has consented to the guardianship and waived notice. The matter has been properly noticed. No objections have been raised. The paperwork appears to be in order. The Indian Child Inquiry Attachment indicates the minor is not an Indian child. If Petitioner has reason to know that the child is an Indian child, they must make further inquiry to learn about the child’s Indian heritage.

The Court has reviewed and considered the Children’s Services report filed on May 22, 2026, and agrees with the recommendation to grant the Petition. The Court FINDS it would be detrimental for the child to be with either parent or any parent objecting to the guardianship, the guardianship continues to be in the child’s best interest, and the guardianship is necessary and convenient. The proposed guardian is suitable. The Court GRANTS both Petitions. Visitation shall be at the Guardian’s discretion. A proposed Order Appointing Guardian has been lodged and will be executed by the Court. The Court reminds the Guardian she is responsible for maintaining a current address on file with the Court at all times.

This matter is also on calendar for further proceedings on the Annual Review and Order to Show Cause issued to the Guardians for failure to file a Confidential Guardianship Status Report and failure to appear on March 23, 2026. The Order to Show Cause issued to the guardians is VACATED and the clerk is directed to mail the Confidential Guardianship Status Report to Ms. Santos. The matter is continued to Monday, October 12, 2026, at 8:20 a.m. in Department 42 for further proceedings on the Annual Review. A completed Confidential Guardianship Status Report (GC-251) must be submitted prior to the hearing on the Annual Review pursuant to Probate Code § 1513.2. No appearance is necessary on today’s calendar.

GUARDIANSHIP OF KIARA LIRA-WILSON CASE NUMBER: CVPG21-0030977 Disclosure Re: guardianship cases involving Shasta County Health and Human Services Agency-Judge Wood discloses that her step-daughter, Erinn Watts, is the Administrative Branch Director of the Health and Human Services Agency. In that position, Judge Wood’s step-daughter does not have any involvement in the investigation, management, prosecution or defense of guardianship cases. However, the Court makes this disclosure of an employment relationship between an investigating agency and the Court’s first degree relative as required by California Code of Judicial Ethics.

This matter is on calendar for status of a report from Children’s Services. At the last hearing, the matter was referred to Children’s Services due to concerns raised in the Confidential Guardianship Status Report. The Court has reviewed the memorandum from Children’s Services filed on July 29, 2026, which states that the agency does not have any safety concerns for the child in the care of her father. An appearance is necessary on today’s calendar to discuss termination of guardianship.
