TENTATIVE RULING:
The Petition for Approval of Financial Conveyance is DENIED, without prejudice.
The Court may only issue an order assigning future payments to another person upon determination that: the prizewinner or the proposed assignee has obtained and filed with the court a notification from the lottery of any liens, levies, or claims, and from the Controllers office of any offsets, asserted as of that time against the prizewinner, as reflected in their respective official records as of the time of the notification. The date of the notification shall not be more than 20 days prior to the court hearing, unless extended by the court. (Gov. Code § 8880.325(d)(7))(emphasis added.)

from the California State Lottery and the State Controllers Office of any liens, levies, claims, or offsets against the winner. No notification was filed with the Court. As such, the Court cannot make the finding required by subdivision (d)(7), and the petition must be denied.

*** This case has been assigned to Department 17A for hearing. In the event that either party requests a hearing the matter will be heard at 9:30 a.m. in Department 17A. If a litigant has been granted a fee waiver and requests a court reporter, the party must submit a Request for Court Reporter by a Party with a Fee Waiver (CV/E-211) and it must be filed with the clerk at least 10 days prior to the hearing or at the time the proceeding is scheduled if less than 10 days away.
