NOTICE:
PLEASE TAKE NOTICE that effective April 13, 2026, this department has moved to the Tani G. Cantil-Sakauye courthouse located at 500 G Street in Sacramento, CA 95814. All hearings noticed for Department 25 will be heard in Department 8D of the new courthouse. Parties who wish to contest the tentative ruling below must: (1) request a hearing by calling the Department 8D Oral Argument Request Line at (916) 874-7719 no later than 4:00 p.m. on the Court day before the scheduled CMC, and (2) advise opposing counsel of the request.
If a hearing is not requested by 4:00 p.m. on the Court day before the scheduled CMC, the tentative ruling shall become the final order of the Court. The Court encourages parties to appear remotely for the hearing on the tentative ruling through the Courts Zoom Application. But, any party wishing to appear in person may do so, provided that party notifies the Court by 4:00 the Court day before the hearing. If a hearing is requested, the Court assumes that all parties will appear remotely via Zoom unless the Court orders inperson attendance.

TENTATIVE RULING
Petitioner seeks to change the name of her 5-year old minor so the minor will have both her mother and fathers last names. Petitioner is the mother of the minor. The minor's father objects to the change of name.
On May 4, 2026, this matter was referred to mediation in Family Court. On June 26, 2026, the Family Court counselor filed a mediation report, which had been completed on June 12, 2026, recommending that the childs last name be hyphenated as Oakley- Torno in the best interests of the minor.
The sole consideration for a name change is whether it is in the child's best interests. (Donald J. v Evna M. (1978) 81 Cal.App.3d 929, 937.) The parent and child relationship extends equally to every child and to every parent, regardless of the marital status of the parents. (Fam Code § 7602.) The major premise is that . . . regardless of the marital status of the parents, all children and all parents have equal rights with respect to each other. (U. Parentage Act, § 2, Comrs. com.)
The Court finds that a hyphenated last name Oakley-Torno would be in the best interest of the child.
The petition is GRANTED; the Decree Changing Name shall reflect the new name of Liyla LaRue Oakley-Torno.
The Court will sign the order submitted with the moving papers.
