19 A. Procedural History 20 1) Petitioner Denise Brown (Mother) and Respondent Parrish Watkins (Father) have one minor 21 daughter, Amia (DOB 8/23/18, age 14). On 9/15/2021, the Court issued a three-year Domestic 22 Violence Restraining Order (DVRO) for Mother’s protection against Father, granted Mother sole 23 legal and sole physical custody of Amia, and awarded Father a temporary visitation schedule. 24 2) In a Findings and Order After Hearing (FOAH) filed 9/25/2024, the Court denied Mother’s 25 request to renew the DVRO, denied Father’s request for a DVRO against Mother, ordered joint 26 legal and joint physical custody to the parties, and issued a parenting time schedule. The Court 27 ordered the parties not to interact with each other by phone, text, message, or any other way 28 unless there is an emergency that involves Amia. The Court admonished the parties that any 29

1 violation of this order could result in the Court considering a new request for a DVRO and a 2 modification of the custody and visitation orders. 3 3) In a FOAH filed 12/3/2024, the Court ordered as follows: (a) On the first and third weekends of 4 the month, Father shall have Amina from Wednesday after school until Monday morning drop-off

5 at school. If school is not in session, the parties shall exchange Amia on Wednesday at 2 p.m. and 6 on Mondays at 2 p.m. at the Bayview Police Station; (b) Father agrees and the Court orders that 7 Father shall stay away at least 100 yards and have no contact with Mother’s other two children, 8 E’laya Brown and E’niya High; (c) Both parents are to ensure that Amia has appropriate adult 9 supervision while in their respective care and custody; (d) Mother shall share with Father a 10 photograph of the Eczema medication she uses for Amia. Both parents shall ensure that Amia 11 receives that treatment while in their respective care and custody. The Court also reiterated the 12 no-contact order set forth in the 9/25/2024 FOAH.

13 4) On 3/18/2026, Mother filed a Request for Order requesting sole legal and physical custody of 14 Amia. (She requests no change in the current parenting time schedule.) Mother states that she has 15 historically been responsible for all of Amia’s medical care since birth, and Father had not been 16 involved until recently. She states that Father has begun unilaterally making medical decisions for 17 Amia without informing Mother or attempting to coparent, including taking Amia to acute care 18 facilities and emergency rooms without notifying her. Mother also states that Father has been 19 administering allergy medication to Amia without Mother’s knowledge. Due to the lack of 20 communication, Amia’s physician reached out directly to Mother to clarify how Amia’s medical
