Petition for Appointment of Guardian
CASE NUMBER: 26PG-0033332 Disclosure Re: guardianship cases involving Shasta County Health and Human Services Agency-Judge Wood discloses that her step-daughter, Erinn Watts, is the Administrative Branch Director of the Health and Human Services Agency. In that position, Judge Wood’s step-daughter does not have any involvement in the investigation, management, prosecution or defense of guardianship cases. However, the Court makes this disclosure of an employment relationship between an investigating agency and the Court’s first degree relative as required by California Code of Judicial Ethics.
This matter is on calendar for further proceedings on a Petition for Appointment of Guardian of the Persons. The Petition was filed by the minors’ non-relative caregivers Kevin Arias and Syan Joiner. This matter is also on calendar for confirmation of counsel. The Court notes proof of service for each minor’s father has not been filed.
Temporary Orders were issued on April 10, 2026. The Court has reviewed the Children’s Services report filed on May 4, 2026, which recommends granting the Petition. ICWA notification was given on April 21, 2026 by the Court. Intervention by the Yurok Tribe has been confirmed. The Tribe has not indicated whether a competing petition will be filed. The mother
previously filed an objection. Counsel Kristin Anderson has been appointed for the minors and Counsel Jennifer Tescher has been appointed for mother, Chav-Gam-Em Lake.
The Court also intends to make an inquiry as to whether the children are members of any other Tribe(s) through fathers or other family members.
The matter was previously continued to allow counsel to conduct a conflict check and to allow the temporary orders to be addressed. An appearance is necessary on today’s calendar.
