Petition for Appointment of Guardian
CASE NUMBER: 25PG-0033196 Disclosure Re: guardianship cases involving Shasta County Health and Human Services Agency-Judge Wood discloses that her step-daughter, Erinn Watts, is the Administrative Branch Director of the Health and Human Services Agency. In that position, Judge Wood’s step-daughter does not have any involvement in the investigation, management, prosecution or defense of guardianship cases. However, the Court makes this disclosure of an employment relationship between an investigating agency and the Court’s first degree relative as required by California Code of Judicial Ethics.
This matter is on calendar for status of referral to Children’s Services. Both Petitions for Appointment of Guardianship filed by Amber Harrison and Heather Jessee were previously denied and the matter was referred to Children’s Services. The Court has reviewed the memorandum from Children’s Service received on June 22, 2026, which states that the minor is still residing with Ms. Jessee, that Ms. Jessee intends to continue with her request for guardianship, and that she would be obtaining a consent from all required parties prior to today’s hearing. In light of the memorandum, the Court will set aside the order of April 27, 2026, denying Heather Jessee’s Guardianship.
The mother, father, and maternal grandparents have consented to the guardianship and waived notice. Considering the memorandum, the Court will find the minor to have sufficient notice of the proceedings. Additionally, the Court will find the siblings to have notice as they are currently in the custody of Petitioner and/or the mother and father. The Court previously dispensed with notice to the deceased paternal grandparents. The matter has been properly noticed. No objections have been raised. The paperwork appears to be in order. The Court will inquire whether the child is or may be an Indian child. If Petitioner has reason to know that the child is an Indian child, they must make further inquiry to learn about the child’s Indian heritage.
The Court has reviewed and considered the Children’s Services report filed on February 13, 2026, and agrees with the recommendation to grant the Petition. The Court FINDS it would be detrimental for the child to be with either parent or any parent objecting to the guardianship, the guardianship is in the child’s best interest, and the guardianship is necessary and convenient. The proposed guardian is suitable.
The Court GRANTS the Petition. Visitation shall be at the Guardian’s discretion. A proposed Order Appointing Guardian has been lodged and will be executed by the Court. Annual Review is set for Monday, June 28, 2027, at 8:30 a.m. in Department 42. The Court notes the minor will be the age of majority and the guardianship will terminate by operation of law prior. No appearance is necessary on today’s calendar.
