LUNA) 11) 12 OTHER REVIEW HEARING 13 TENTATIVE RULING 14 Having read and considered the pleadings, declarations, and other evidence submitted in this matter, the 15 Court makes the following findings and orders: 16 A. Procedural History 17 1) The parties are Petitioner Imani Sayyed (Mother) and Respondent Andre Duene Creer (Father). 18 There is one minor child subject to this proceeding: Aminah Sayyed Creer (DOB: 08/17/16). 19 2) On January 9, 2026, Mother filed an ex parte application seeking emergency orders.

Mother 20 requested: 21 a. Sole legal and sole physical custody of the minor child; 22 b. No parenting time for Father; and 23 c. An order allowing the DA’s Child Abduction Unit to assist in returning the minor child. 24 3) The Court denied the request for emergency orders pending hearing and set the matter for 25 Readiness Hearing on February 24, 2026. 26 4) On February 24, 2026, both parties appeared at Readiness Hearing and the Court set the matter 27 for Family Court Services (FCS) Mediation on March 17, 2026 and return hearing on March 26, 28 2026. 29

1 5) On March 26, 2026, the Court continued the matter to April 9, 2026 at the request of Father who 2 indicated he was unaware of the Court’s Tentative Ruling process. 3 6) On March 30, 2026, Father filed a Responsive Declaration, which has been read and considered 4 by this Court. 5 7) On April 9, 2026, the Court issued orders awarding Father sole legal and sole physical custody of 6 the minor child. In addition, the Court ordered Mother parenting time once per week on 7 Saturdays from 10:00 a.m. – 2:00 p.m.

The Court notes this is an initial child custody and 8 visitation order. The Court continued the matter to June 9, 2026 for further review of the 9 parenting plan. 10 8) On May 26, 2026, Father filed a supplemental declaration, which has been read and considered 11 by the Court. 12 9) On May 26, 2026, Father filed Declaration of Witness Testimony by Respondent, which has been 13 read and considered by the Court. 14 B. Findings and Order 15 1) This Court has jurisdiction to make child custody orders in this case under the Uniform Child 16 Custody Jurisdiction and Enforcement Act.

A violation of this order may subject the party in 17 violation to civil or criminal penalties, or both. The country of habitual residence of the minor 18 child is the United States. 19 2) There will be no modification of the Court’s existing orders at this time – the Court’s existing 20 orders shall remain in full force and effect. 21 3) Should either party seek to modify the Court’s existing orders, they may file a Request for Order. 22 4) The Court will prepare the Findings and Order After Hearing. 23
